Position Title: Senior Grants Manager
Location: Jakarta
Period of Assignment: One-year full-time, with the possibility of extension contingent on performance
Reporting To: Head of Operations and Grants (HoOG)

Background:

The Australia-Indonesia Partnership Towards an Inclusive Society, or INKLUSI, is a $120 million, 8-year (2021-2029) Australian Government bilateral flagship program, working to increase the participation of marginalised groups in, and their benefit from, Indonesia’s socio-cultural, economic and political development. INKLUSI works with government and civil society partners to advance their work in gender equality, the rights of persons with disabilities, and social inclusion. This work builds on decades of work by Indonesian Civil Society Organisations (CSOs) and social movements, including the women’s movement to advance Gender Equality, Disability, and Social Inclusion (GEDSI). INKLUSI is working to ensure all Indonesians benefit from: 

  • Improved access to services.
  • Protection from violence.
  • Economic resilience and livelihoods.
  • Inclusive participation in development.

INKLUSI supports the Government of Indonesia’s agenda for inclusion, including through national development plans and the Sustainable Development Goals. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women’s leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the GoI Medium-Term Development Plan (RPJMN IV 2020- 2024). INKLUSI supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to democratic spaces.

INKLUSI partners with 11 Indonesian CSOs, 8 research partner institutions and their networks across 32 provinces, 129 districts and 650 villages in Indonesia (as per November 2023). These partnerships are facilitated through the INKLUSI Secretariat, particularly the Partnerships and Policy (P&P) Team within the Secretariat.

Duty of Statement:

The Senior Grants Manager is responsible for grant and financial systems and reports to the INKLUSI Program. This includes processing and monitoring grant payments and expenditures and providing capacity-building and technical assistance to partners. Providing these services effectively and efficiently will ensure that the Program finances are accurate and up to date in accordance with the procedures and guidelines laid out in the INKLUSI Program and in line with DFAT policies

Specific Duties:

The Senior Grants Manager will be responsible for managing and coordinating the Grant team.

The Senior Grants Manager will be responsible for the following:

  • Work with stakeholders to define annual plans and supporting budgets in support of program activities and in line with DFAT policy;
  • Together with the Partnership Coordinators (PCs) manage partner grants project(s) to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
  • Coordinate with the PCs to track activities and partner budgets; and provide support related to resource allocation/reallocation, activity spending, budget vs actual, and grants tracking;
  • Oversee and manage all grant contracts in coordination with the Head of Operations and Grants;
  • Monitor, track, and approve all Partner financial reports and acquittals.
  • Process approval of payment documents related to grant tranches and partners management overhead payments in coordination with Partner Coordinators and HO;
  • Process approval of refund of the remaining funds from partners and close the Grants Partners Agreement checked and approved by HoOG;
  • Supervise and coordinate the grant team for field visits to monitor grant spending and triangulate acquittals reporting. Visits can also be used as opportunities to provide finance/grants advice and skills transfer to Partner finance staff;
  • Ensure all financial records and reports are updated in the Management Information System (MIS) in a timely manner. Coordinate with the grants teams;
  • Ensure that partner and sub-partners’ annual audits are conducted and loaded into the MIS. Also check that planned sub-partner participatory audits are actioned and completed.
  • Assist the Head of Operations and Grants in procuring the external auditor to conduct field audits based on any suspicions/findings in acquittal reports;
  • Assist the HoOG in preparing the fraud report for DFAT, in the event of a fraud case;
  • Develop, recommend, maintain, and implement necessary improvements and changes including appropriate policies and procedures concerning the grants management system;
  • Socialize the INKLUSI financial guideline and all other relevant financial policies with Partners and other suppliers (in coordination with the HoOG).
  • Takes personal responsibility and accountability for managing project(s) effectively.
  • Maintains clear communication with management regarding mutual expectations;
  • Periodically meet with the senior management team or committees and provide accounting and financial information on grants.
  • Provide support in the selection of Partners as follows:
      1. Finalise selection criteria;
      2. Organise industry briefing to announce the approach for Partner selection and provide information on selection process and Partner proposal requirements.
      3. Screen proposals and prepare recommendation for DFAT and Project Steering Committee approval of Delivery Partners;
      4. Undertake due diligence assessments.
      5. Support Delivery Partners to develop detailed work plans aligned to INKLUSI, Governments of Australia and Indonesia priorities.
      6. Draft, negotiate and finalize Partnership Agreements with selected Delivery Partners; and
      7. Deliver orientation to selected Delivery Partners which includes financial and progress reporting requirements, audit and financial compliance, and safeguarding including Child Protection Training.

Required Qualifications:

  • Master’s degree in accounting, Financial Management, or a related field with a minimum of 5 years of work experience or Bachelor’s degree in relevant fields with a minimum experience of 10 years in a similar field.
  • Experience in managing a team of technical professionals including performance management.
  • Experience working in the development sector particularly donor-funded programs.
  • Experience working for DFAT programs is an asset.
  • Strong computer skills and MS 365 ability particularly MS Word, PowerPoint, and Teams.
  • Good communication and interpersonal skills
